Senate Passes
Farm Bill
Conference Report Will Take
Place After Congress Returns in January
The Senate spent most of last week debating farm bill
amendments, and Friday afternoon passed the bill with a 79-14
vote.
"The Senate farm bill includes record investments in
nutrition, conservation, renewable energy and specialty crop
programs while maintaining a strong safety net for producers
when prices fall," NFU President Tom Buis said. "A strong
safety net is vital to a successful farm bill. Past experience
has taught us that any farm bill will work during good price
years but is really needed during times of low prices. The
Senate farm bill will see farmers through the good and the
bad."
Many of NFU's priorities were included in the bill: a
livestock competition title, including a ban on packer
ownership, establishment of an Office of Special Council and
voluntary arbitration, along with the implementation of
country-of-origin labeling and a permanent disaster assistance
program.
Buis commended the Senate for moving the farm bill
forward in the legislative process. However, a House-Senate
conference still needs to meet and work out the two bills'
differences before a farm bill can be signed into law.

Senate Passes
Energy Bill Bill Supports Fuels from
the Farm
 As the Senate
debated the farm bill on Dec. 13, it took a break to vote on
energy legislation. The Senate version of the energy bill,
revised from the bill the House passed the previous week,
passed with a vote of
86-8.
The Senate-passed bill expands the Renewable Fuels
Standard (RFS), a top priority for NFU, to 36 billion gallons
by 2022. The Senate eliminated a Renewable Electricity
Standard (RES) that the House had approved, as well as a tax
title. The bill still includes, however, increased CAFE
standards, new energy efficiency standards and research and
development funding.
"Fuels from the farm is a bright spot for rural America,"
NFU President Tom Buis said. "Renewable fuels have revitalized
once-struggling rural communities by creating economic
opportunities for family farmers, ranchers and rural
Americans. I commend the Senate for their support, urge the
House to follow suit and the President to sign before the end
of the year."
After passing its bill, the Senate received assurances
from Speaker of the House Nancy
Pelosi that the bill was acceptable to her, which
will clear the way for House passage. The House is expected
to vote on Tuesday, then the bill will be sent to the
President for his signature.
"While I am disappointed an extension of renewable tax
incentives such as the production tax credit (PTC) for wind
and a national Renewable Electricity Standard (RES) were not
part of the final energy bill, I remain hopeful that Congress
will address these provisions in 2008," Buis said.

Members' Corner:
Gretel Norgeot, New England Farmers
Union
Highlighting Outstanding Members in Our
States
 If there is a
group or organization that represents local agriculture,
Gretel Norgeot is probably a member. Gretel and her family
live in Orleans, Cape Cod, Mass., and are deeply involved in
promoting local agriculture every single day, either through
farmers' markets, local garden clubs, school groups or
community gardens.
Gretel and her husband, Jeff, became members of the New
England Farmers Union chapter when it joined the Farmers Union
family last December. For several years before NEFU was
formed, NFU was working closely with the Cape Cod Commercial
Hook Fishermen's Association (CCCHFA). The Norgeots became
involved with the new chapter because Jeff was on the Policy
Committee of CCCHFA last year when NEFU formed.

Article Three States Hold Annual Conventions
Pennsylvania, Nebraska and North
Dakota Meetings a Success
North
Dakota
Dec. 7 - 8 in Grand Forks was an exciting time for North Dakota Farmers Union. These two
short days were jam-packed with awards, impressive speakers,
elections and entertaining events.
North Dakota Sens. Kent Conrad and Byron Dorgan attended the event and
addressed NDFU members. The Senators discussed the farm
bill and other important issues facing North Dakotans, farmers
and rural citizens. Other speakers included NFU President Tom
Buis, NFU Education Director Laura Johnston Monchuk, 2000
Torchbearer award winner Cindy Schlosser, North Dakota Commissioner of Agriculture Roger Johnson, Alana Knudson of the Center for Rural Health, UND School of
Medicine and North Dakota Governor John Hoeven.
Robert Carlson was re-elected president of the
organization, David and Karen Porsborg of New Salem were named
NDFU's Farm Family of the Year and the "North Dakota Farmers
Union's Got Talent" event was held (a story on the
winners of the event is in the State News section
below).
Pennsylvania
Larry Breech was re-elected president of the Pennsylvania Farmers Union during the
organization's 36th annual meeting Dec. 4 - 5. Others elected
were vice president Dale Snyder, treasurer Dave Stetler,
secretary Rita Schafer and Hal Drick to the executive
board. Tina Carlin was appointed by Breech to serve on the
Family/Farm Foundation. Participants at the event also passed
a resolution on food origin, content and distribution and the
consumers' right-to-know.
NFU government relations representative Sarah
Gallo and American Corn Growers Association
director of governmental affairs Larry
Mitchell spoke to the convention attendees about the
farm and energy bills currently in Congress. NFU
director of economic and co-op development Jeff Moser
discussed private forest ownership and ways for farmers to
earn additional income from woodlots.
Nebraska
John Hansen was re-elected president of the Nebraska Farmers Union at the
organization's annual meeting Dec. 7 - 8. Also re-elected to
the board were Gale Lush, Wilcox, district 3 and
Judy Pulley, Tilden, district 7.
President's awards were presented to State Senator Don Preister for his years of
leadership in renewable energy and NEFU member Linda
Kleinischmidt.
A highlight was the introduction of a Nebraska Wind Working Group which
will be co-chaired by Sens. Cap Dierks and Don Preister and NEFU
President Hansen. The purpose of this group will be to educate
and update Nebraskans with current information on wind energy
markets, technologies, economics, policies, prospects and
issues. Governor Dave Heineman was present to
recognize the start of the
group. | |
Passing the
Torch
North Dakotans Receive Farmers Union Torchbearer
Award
 During its 81st
Annual Convention, North
Dakota Farmers Union recognized 59
young people who achieved the Torchbearer Award in
2007. The Torchbearer Award is the highest award senior youth
may achieve in Farmers Union.
Farmers Union youth across the country who have completed
five consecutive years of senior youth work are eligible to
receive the Torchbearer Award.
"It is a great achievement to be a Farmers Union
Torchbearer," said NFU Education Director Laura Johnston
Monchuk. "The Torchbearer Award does not just mark the
successful completion of the Farmers Union youth program; most
importantly, it signals the commencement of active
participation as an adult in Farmers Union."
Torchbearer Awards are presented in a special candlelit
ceremony held at the state's convention. Each holding their
own candle, Torchbearers are led in the Torchbearer Pledge: "I
accept my responsibility as a Torchbearer of the Farmers
Union, and I pledge to bear that torch with clean hands and a
courageous heart. I unite with my fellow Torchbearers in
a pledge to practice tolerance and brotherhood - and to keep
my torch ever one of those which shall light the way to a
peaceful world." |
CCCHFA, NFU Achieve Herring Management
Victory NFU Affiliate Finds Success in
Long Time Goal
 The Cape Cod Commercial Hook
Fishermen's Association (CCCHFA), a NFU affiliate
organization, has long advocated for reform in the
Atlantic herring fishery, recognizing the importance the small
fish plays in New England's marine ecosystem. CCCHFA recently
achieved a great victory when the New England Fisheries
Management Council, the governing body for commercial
fisheries off the coast of Massachusetts, voted to make the
herring fishery a priority issue in 2008. NFU was proud to
join CCCHFA's efforts to highlight the need for greater
oversight of industrial size herring vessels and protection of
other commercial species that rely on a healthy herring stock
for forage.

State News
Kansas: Last week,
several Midwest states were hit by a massive winter storm. The
dangerous weather conditions brought up to several feet of
snow in some areas and layers of thick ice to most.
Kansas
Farmers Union President Donn Teske provided
pictures of the damage to his mothers's property, pictured
above, in Wheaton, Kan. The Teske's have six homes on
their family farm that are still without power, and they are
working hard to keep everyone warm and fed. In order to find
electricity or access to internet, Donn had to drive 40 miles
to send this photo. Rumors are abound that power may not be
restored until Dec. 22 or 23. Our best wishes go out to Donn's
family and all others affected by the storm.
South Dakota: Sioux
Valley Cooperative in Watertown, S.D., has
recently announced that its October sales of E30, a 30% blend
of ethanol and gasoline, reached 50,000 gallons in Watertown
blender pumps. Ethanol blender pumps, found throughout South
Dakota and, recently, in several locations in Minnesota, give
consumers control over their ethanol usage, allowing them to
choose between E10, E30 and E85. The price of each blend is
adjusted accordingly, with higher blends of ethanol being sold
at lower prices.
South
Dakota Farmers Union president Doug Sombke says he
is thrilled with consumers' response to the blender pumps.
"SDFU has been advocating for blender pumps for years, but
even if you don't want to listen to what we have to say, the
numbers simply don't lie. Consumers want to use higher blends
of ethanol. E30 saves money and gets better gas mileage. What
more could we ask for?" said Sombke. Sombke has been blending
ethanol with gasoline on his farm for several years, using a
30 percent blend in all his vehicles.
North
Dakota: A 13-year-old violinist and his
17-year-old brother on string bass wowed the
crowd on Saturday night, Dec. 8, at the finals
competition of North
Dakota Farmers Union's "Got Talent." Ben and Will
Bergstrom of Devils Lake, and their father Renard on the
piano, performed the "Turkish March" by Mozart. The trio took
home top prize honors and $1,000, edging out seven other
acts.
Second place and $500 went to vocalist Sara Laske of
Fargo for her original piano piece, "Time I Let Go." The third
prize of $250 went to Samantha Riehl of Raleigh who played the
piano and sang an original song, "Asking."
